The UN Security Council approved tomorrow a regulation on the situation in Western Sahara


The United Nations Security Council is to approve a draft regulation on the situation in Western Sahara on Thursday, which began on Tuesday in its first debate on the United Nations Mission for the Referendum in Western Sahara (MINURSO). This year's discussions are taking place in a very special context at a time when Morocco is hindering all initiatives aimed at finding a solution to the Sahara issue.


 The crisis that Morocco has left behind is a breach of the 1991 ceasefire agreement under the auspices of the United Nations and the return of the MINURSO to full tasks. It is also just a few days after UN Secretary-General Antonio Guterres sent his first report on Western Sahara to the Security Council, promising to revive the stalled negotiations since 2012 with new dynamism.

Guterres explained that the Security Council had ordered the Secretariat to facilitate direct negotiations between the two parties with a view to reaching a self-determination for the Saharawi people. The Secretary-General of the United Nations intends to appoint former German President Horst Koehler as his new envoy in Western Sahara to try to re-establish negotiations after the resignation of American Christopher Ross. Koehler's role after his appointment will be a very important element in the peace process in Western Sahara but will not be decisive without the support of the Security Council.

Ross was blocked by France and Morocco at the Security Council where he was unable to carry out his mission without the support of the UN body. Pending the appointment of a new UN envoy, the Security Council is expected to approve on Thursday a draft bill extending the UN mission for the referendum in Western Sahara. The United States has prepared the draft regulation this year as it chairs the rotating presidency of the Security Council for the month of April. The first version of the document was the subject of intensive negotiations at the UN level.
